What does it mean if a county agency wants to know if a business accepts County Vouchers for payment?
Q. I have a small business and was contacted by a county agency to know if I can accept a county voucher for payment. I don't know what that means... Thanks for your help.

A. I would say one of two things... 1) Scam, and someone wants to give a voucher that you have no way to redeem 3) Legal, but likely this would be restricted to food or housing. Do you have an arrangement to accept vouchers? It sounds like you don't. Therefore I'd say no. However, if you are interested, ask them which authority would redeem the vouchers. If they have an answer, contact those people. If they have no answer, scam. Scam, obviously skip it. If it's legit, and you can make arrangements for redeeming vouchers, and it makes fiscal sense for you, go ahead. Those are basically your choices.

What is the difference between county and municipal court?
Q. I'd just like to understand these a bit better. As far as I know every county has a court, but under that, any town can have its own seperate court called a municipal court right? So a municipality would be a township?

A. Depends on what state you are in. California used to have municipal and superior courts. They were both county courts, but part of the statewide judicial system. Cities didn't have their own courts. Municipal courts would handle smaller matters, like traffic tickets and misdemeanors. There were more of these courts, but not one in every town. Superior courts handled felonies, probate matter, family law and other types of cases. But a few years ago the courts were "unified". Now they are all "superior" courts, but the old municipal courts still handle the smaller, "limited" cases where the dispute is less than $25,000. Other states have similar, yet different, systems.

Does anyone know about transferring property taxes from one home to another in a different county ?
Q. There was a law or code passed that allowed a person to sell their home and when they moved out of county they could keep the tax rate they had on the first home. This was only possible if the county they moved to cooperated with the county they moved out of. Does anyone know what counties allow this in California?

A. In some counties in California, you may be able to transfer the assessed value of your current home with a lower value, but worth more than the assessed value of the current home in the same county. This allows an elderly person or couple to downsize to a smaller home but not pay higher taxes. The county's tax loss on the new home are more than offset by the increased taxes from the old one. If anyone reading this is not from California, don't try it in your state unless you have a system like ours.
